Our Story

Shaping digital procurement since 1992

Elcom was established in 1992 and has been part of the move towards digital procurement from the start. In 1998, the business commercially released PECOS as an early cloud-based purchase-to-pay solution, before completing its transition from IT reseller to B2B procurement software provider in 2000. In 2002, Scottish Government selected Elcom to deliver PECOS for its national eProcurement programme – a landmark step that helped shape the company’s public sector focus.

Over time, Elcom has expanded its offering in step with the needs of public sector organisations. This has included the development of broader procurement and commercial capabilities, alongside the addition of specialist inventory, logistics and contract catalogue expertise.

Together, these developments have helped shape a more connected solution set for organisations looking to improve control, visibility and operational efficiency.
